It simply is not worth it to invest much time in weapons research in game
Weaponry: The bureaucrat would be completely useless at using any of the weaponry in the game was it not for its terribly minor ability to use Cabal Alz a pistol.
As a result, you will be relying almost exclusively on the pistol that you start out with, along with your nano programs. You may wish to purchase a better pistol upon rare occasion, but that is about it. It simply is not worth it to invest much time in weapons research.
Armor: Like the nano-technician, as the game progresses, your armor choices will shrink. Eventually you will most likely find yourself sticking to the cyber, nano, or occasional martial artist-variety armor. Fortunately, since you will specialize in keeping your enemy as far away from you as possible, this should not present a problem.
Nano: This is the area where the bureaucrat truly shines. While incapable of handling most weaponry and armor, as the bureaucrat, you have some incredible nano programs at your disposal and can cause massive amounts of damage while staying far away from any actual combat.
Most of the bureaucrat's nano programs revolve around causing damage, charming enemies, summoning forth assistant droids, freezing enemies in their tracks, or even putting them to sleep. As such, it is important to know how to combine these nano programs to achieve the desired result.
